Crime Prevention Bills

Senator or Representative
I
am writing today to urge you to co-sponsor and/or strongly
support these bills. Sponsored by Sen. Tom Buford, Rep.
Bill Farmer, and Rep. RuthAnn Palumbo these are crime prevention
bills that would make certain acts of animal cruelty a felony
offense.
The
link between animal abuse and violent crimes is undeniable.
Strong evidence compiled by the FBI and other law enforcement
agencies shows that individuals who have perpetrated the
worst sorts of crimes toward humans started their careers
by abusing and torturing animals. Furthermore, less heinous
but more prevalent sorts of violence are often associated
with a past or current history of animal abuse. A felony
provision for extreme animal cruelty would be a clear signal
to would-be offenders that violence is not tolerated in
our communities. It would also create a court record that
would allow these violent offenders to be more easily tracked
and prosecuted for other similar crimes. In doing so it
would afford a higher degree of protection for the public
at large.
Most
people in Kentucky and in the United States now recognize
the link between animal cruelty and many other types of
violence. They desire more effective laws which provide
greater protection from violent offenders. They know that
today's animal abuser is tomorrow's "school shooter"
or "serial killer." That is why 37 states have
made purposeful and extreme acts of cruelty to animals a
felony offense. Yet Kentucky, where a young high school
student progressed from acts of animal abuse to murder,
remains among the minority of states yet to react to this
wake up call.
We
urge you to add your voice to those who are trying to create
a safer future for all Kentuckians. Please co-sponsor and
strongly support these crime prevention bills. I look forward
to the opportunity of personally discussing this issue with
you so that I may address any questions or concerns you
may have.
